{"id":4770,"date":"2020-02-12T11:50:41","date_gmt":"2020-02-12T11:50:41","guid":{"rendered":"https:\/\/www.writersghana.com\/?p=4770"},"modified":"2020-02-12T12:03:18","modified_gmt":"2020-02-12T12:03:18","slug":"is-ken-ofori-atta-misleading-us","status":"publish","type":"post","link":"https:\/\/writersghana.com\/index.php\/2020\/02\/12\/is-ken-ofori-atta-misleading-us\/","title":{"rendered":"IS KEN OFORI-ATTA MISLEADING US?"},"content":{"rendered":"<p style=\"text-align: left;\">By Isaac Ato Mensah<br \/>\nAccra \u2013 12 February, 2020<\/p>\n<p>Ken Ofori-Atta, Ghana\u2019s finance minister&#8217;s strategy of external borrowing while using the GDP as a yardstick of debt sustainability is problematic.<\/p>\n<p>This month USD3bn has been added to our sovereign debt; and in March he plans to borrow another USD750million.<\/p>\n<p>Often we hear henchmen say: \u201cKeep quiet and let\u2019s listen to expert opinion; Do you know more than Ken?\u201d; his educational credentials are used as a basis to deflect critics.<\/p>\n<p>Last week when Frank Laporte, the World Bank Country Director visited the Speaker of Parliament, he reportedly told the Speaker that Ghana\u2019s debt status is at a \u201cmoderate to high risk of debt distress,\u201d and urged the finance minister to be cautious with his rate of borrowing.<\/p>\n<p>Laporte added that he was confident the finance minister and his team were fully aware of that since he was in constant communication with them.<\/p>\n<p>Let us look at Ken Ofori-Atta\u2019s attitude to external borrowing: replace relatively shorter term domestic debt with more long term debts so long as you get cheaper than previous rates.<\/p>\n<p>Our Fiscal Responsibility Act of December 2018, sponsored by our finance minister \u201ccaps the annual fiscal deficit at 5 percent of GDP\u201d.<\/p>\n<p>In Ghana, the GDP is an \u201cestimate\u201d determined at least three months after the event, meaning, the Ministry of Finance spends before the GDP is known. Meehn!<\/p>\n<p>Should the law not be amended to rather focus on the budget deficit being a percentage of the previous year\u2019s tax revenue, whatever reasonable percentage the MPs agree to?<\/p>\n<p>In November, Kenya drafted new laws to \u201cavoid borrowing from capital markets abroad using instruments such as dollar bonds, after a binge of borrowing in recent years including Eurobond offerings, a package of Chinese loans and syndicated commercial loans,\u201d reported Reuters on 15 November 2019. \u201cThe infringement only came to light recently when a new team took over at the Treasury.\u201d<\/p>\n<p>When Yaw Osafo-Maafo was Ghana&#8217;s finance minister he complained that the IMF fined us for \u201cmisreporting\u201d or a cover up by the previous administration.<\/p>\n<p>Kenya\u2019s public debt climbed to 62 percent of GDP (USD59bn), breaching a legal ceiling of 50 percent set for the 2015-16 financial year with no penalties suffered by anyone.<\/p>\n<p>According to Bank of Ghana (Monetary Policy Press Release; 2020, January 31), \u201cthe provisional estimates indicate that the stock of public debt rose to 62.1 percent of GDP (GH\u00a2214.9 billion), [USD39.1bn] at the end of November 2019 compared with 57.9 percent of GDP (GH\u00a2172.9 billion) at the end of November 2018.<\/p>\n<p>Of the total debt stock, domestic debt was GH\u00a2102.9 billion, [USD18.7bn] while external debt was GH\u00a2111.9 billion [USD20.4bn] with a share of 52.1 percent in the total public debt\u201d.<\/p>\n<p>By comparison, at HIPC Completion Point, Ghana\u2019s \u201cexternal debt stock\u201d was guaranteed to reduce to USD2.4 billion (Bank of Ghana Policy Briefing Paper; 2005, January 20).<\/p>\n<p>So TODAY, we have an eight-fold increase in external debt compared to 2005.<\/p>\n<p>GDP as a yardstick of economic health, is fraught with multiple problems.<br \/>\nLet us therefore look at three best practice benchmarks.<\/p>\n<p>First; before the US dollar went off the gold standard, gold was the real deal.<\/p>\n<p>We can therefore look at the quantum of our debt in terms of 1971 dollars and or cedis that our children will have to pay forty years from now when most of the bonds are due.<\/p>\n<p>Second; LIBOR \u2013 London Interbank Offered Rate \u2013 the gold standard in lending.<\/p>\n<p>On 31 January, when Ghana was preparing for its latest USD3bn sovereign bond at rates from six percent to nine percent per annum, LIBOR was 1.81 percent per annum, more than 3 times lower!<\/p>\n<p>Third; Switzerland, Denmark, Sweden and Japan have been giving savers negative interest rates for several years, meaning our government is paying too much for idle monies which would not have earned interest anyway.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-4773 aligncenter\" src=\"https:\/\/writersghana.com\/wp-content\/uploads\/2020\/02\/Screenshot_20200212-082751-1-169x300.png\" alt=\"\" width=\"169\" height=\"300\" srcset=\"https:\/\/writersghana.com\/wp-content\/uploads\/2020\/02\/Screenshot_20200212-082751-1-169x300.png 169w, https:\/\/writersghana.com\/wp-content\/uploads\/2020\/02\/Screenshot_20200212-082751-1-576x1024.png 576w, https:\/\/writersghana.com\/wp-content\/uploads\/2020\/02\/Screenshot_20200212-082751-1-309x550.png 309w, https:\/\/writersghana.com\/wp-content\/uploads\/2020\/02\/Screenshot_20200212-082751-1.png 720w\" sizes=\"auto, (max-width: 169px) 100vw, 169px\" \/><\/p>\n<p>But our rented press\/henchmen will tell you the bonds were \u201coversubscribed\u201d!<br \/>\nAnd why not &#8211; who does not want free money?<\/p>\n<p>Many Ghanaians rejected former finance minister Seth Terkper\u2019s \u201cSmart borrowing\u201d mantra only to replace it with Ken Ofori-Atta\u2019s Bible quotations.<\/p>\n<p>On Joy FM last Saturday, Ofori-Atta stated that the borrowing is important in Ghana\u2019s quest to become an export-driven economy.<\/p>\n<p>We cannot even get the fundamentals \u2013 including sanitation \u2013 right, so what are we going to export and to where based on best practices?<\/p>\n<p>We cannot simply assume that our leaders know what they are doing, when there is plenty of empirical evidence that they are often misleading, misinformed or ignorant and dishonest!<\/p>\n<p>Feedback; ato@writersghana.com; www.writersghana.com; LinkedIn, Isaac Ato Mensah; Instagram, @atomenswriters; Twitter, @Atomens; Facebook, Writers and Shakespeares Ghana; Telegram, Isaac Ato Mensah; Quora, Isaac Ato Mensah; WhatsApp (+233) 020 022 0353.<\/p>\n<p>Writers and Shakespeares Ghana Limited exist to be a moral and intellectual guide to the best practice of PR and integrated communications around the world, beginning with Ghana.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Isaac Ato Mensah Accra \u2013 12 February, 2020 Ken Ofori-Atta, Ghana\u2019s finance minister&#8217;s strategy of external borrowing while using the GDP as a yardstick of debt sustainability is problematic.
